Although I am no longer living in Wisconsin I can assure you I could put you on water there where you would have Lake Michigan-run king/chinook salmon, lake-run rainbows(steelhead), and lake-run brown trout, along with the occasional lake-run coho salmon, chasing you up and down the wadeable parts of the rivers to their spawning beds on the Lake Michigan tributaries. On the big runs you will have fish swimming up between your legs, they can be that busy with moving fish if you catch it right. My biggest---a 42 inch male king salmon landed on a nine-weight fly rig who is the only fish to ever take me into my backing. My best day---12 fish, including at least 6 kings, and a mix of steelheads and lake-run browns to finish out the count, all on the fly while wading in knee deep or less water, the smallest being a 19inch brown. A great, albeit somewhat rare, day on the water. Hope that kind of action meets your needs.
Can't help you with the quail as I don't use firearms (mildly bad experience as a child) but instead do my hunting with a camera and long lens.

Most of these are places I've been, some kilted, most not, and unfortunately for your kilted-related voyeurism, I'm usually the guy behind the lens.
Should you happen to visit...we have a wide range, here in Colorado, and your kilt may not always be the best clothing for the job...but...we get up to Wyoming, over to Utah, down to New Mexico and Arizona...and I will leave those areas to others, with one exception, SE Utah. To add to Ron's already amazing tableau...

So...Ron, if you happen to see that truck while you're out and about, come over and say hi...I might or might not be in a kilt, but come over and say hi anyway.
Here in Colorado...I would take a visitor to Mount Evans, specifically, to the Goliath Nature Area:
The echoes from the pipes are awesome up there. Then, there's the view from the top...I played up here too, at 14K+ feet elevation, but didn't own a kilt yet:

We'd have to go to the San Juan highlands, home to a number of Colorado's 14K' peaks, and many ghost towns from the silver boom that ended in the late 1800s. I wasn't wearing a kilt on this day, sorry...was concerned about a Class 2+ section near the top. I could've done it perfectly well kilted, but didn't know that at the time. This is the view, from that altitude...
We'd drive the Alpine Loop Scenic Backcountry Byway, another 4WD route...

And then follow the Silver Thread south toward the town of Creede, over Slumgullion Pass:
FYI, the summit of the tallest peak in the background is the location where the picture above (me in pants, backpack, jacket) was taken--Uncompahgre, roughly 14,300 feet above sea level. Bring your extra lungs.

From Creede, a great place to visit on its own, we'd drive and hike out to the Wheeler Geologic Area:
Of course, if it were the end of winter, you'd be highly advised to bring your warm-weather ski gear, or your gorilla suit, for closing day at Vail. I'm sure the kilt would be welcome...anything goes, that day, and I saw at least one kilt:
(Yes, they fit in the snowboard bindings!)
Whew...after your roughly two or three weeks doing all that, you'll need a vacation from your vacation.
Oh...and as Forrest said...if you're near Kentucky, don't miss the Red River Gorge, or Natural Bridge National Park. If you're inclined toward dirt motorsports, visit Harlan County, and in any case, don't miss the bourbon!
There are other states and other places I've been...but...Colorado is the current one. Bring your kilt!
