I wear a small black belt pouch designed to fit over wide belts like kilt belts, when I go golfing without a sporran or am kilted without a jacket or vest for extra pockets, as I carry a lot of stuff that will not all fit in a sporran. It is small enough to not be intrusive, but big enough for car keys, cell phone small wallet, or for three golf balls and tees, etc when golfing. Seen here:

Worn over my left hip, but could be owrn either side or off midline front, with tubing tucked into the waistband of the kilt and then up under your shirt to your skin site. Available at a variety of kilt shops but you can find others online or on ebay. Just make sure it is big enough to go over your wide kilt belt.

I'm glad it fits.
I just used a little scrap (4" x 9" or so) of the black denim that I am using for the outside of my 2nd x-kilt. It only took about 10 minutes on the sewing machine. It was really easy to make. Was a break from the pinning, and sewing my x-kilt is taking.

My first thought is do the pump makers provide any carry devices - sort of like a shoulder holster - only to carry the pump?
Second thought is a travel vest from either Filson or Scottevest both have many pockets to choose from, though I'm not sure how you'd manage the tube.
Cheapest solution might be my anti-pickpocket idea. Took an old pair of jeans and cut off all but the front pockets and the waistband. Wear it under the kilt. Let me hide my passport and real wallet while I kept a give away wallet in my sporran in case of mugging.
One of the jean pockets could hold the pump - if that's not too low on your body.

A reed pouch (also called a wallet pouch) is a good idea. Available in two sizes here. They look like this:

That is what I was talking about, and what I typically wear to carry the immediate needs things I don't want to get swallowed up inside the depths of a sporran----change, cash, a credit card, cell phone, keys if I need them.

How wide of a belt will it accept? Doesn't say on the website. Thanks.

Hummm, "cordless, remote,hole puncher"?
Yes I am there! I have it! I comprehend! I have an Eureka moment!
Brilliant! I don't think I have laughed so loudly, or for so long for ages! Thank you I needed that!
