A scooter skirt works well. A couple of weeks ago I completed the Mad Bastard Scooter Rally wearing a leather kilt from R-Kilt. The rally began at 4.15am and ended for me around midnight. We covered 750 plus kilometers mainly in the rain. I and the kilt were comfortable for the day.

I covered kilt with some poly tartan for the occasion and if I can find a picture I'll post it.

My theme song, which I played on concertina was "Fanny Power"

It's really all or nothing. The reason why I (and presumably most others around here) ride scooters is because it's a PITA to get around by car. Whitelining is legal here, so I can zip by long lines of traffic, and I can park next to the entrances of buildings, shopping centers, etc.

If I want to go to Tokyo, I jump into my car and drive for two hours. If I need to go to the post office, then the hardware store, then the grocery, then the mall, then to Starbucks for coffee, and finally stop to meet a friend, I hop on my scooter. There is NO WAY that I would remove and replace a kilt each time I got off and on.

That's why if I know ahead of time that I'll be doing this kind of running around, I won't wear a kilt in the first place. It really is a question of practicality more than safety (I am aware of the risks -- I also ride in a half-helmet, shorts and a t-shirt, but that's MY choice. I tend to be somewhat libertarian about such things); there have been plenty of occasions where I HAVE worn my kilts on the scooter and done just fine.

But I DO recommend practicing how to do it... Almost crashing, trying to keep things tucked is not good. Go out into a large, empty parking lot and develop a technique if you must.

James Hood quoted Kenny Rogers: “You got to know whem to hold ’em,
    know when to fold ’em.”

And that seems to be the long and the short of it.
