Rules of Customer Service
1. The customer is always right.
2. If the customer is wrong, see Rule 1.
But since this is a friend and not a customer, it may be a bit different. I would probably avoid words like "obscene" - that's a very emotionally loaded word. Bit if you are uncomfortable making a skirt that is, in your opinion too short, try to tell her that in your professional eye's opinion a slightly longer one would flatter her more. Add that it's always easier to shorten it later if it's too long than to lengthen it if it's too short.
But having said all that.... Gee, I wish MY wife wore miniskirts.

You say she is a friend. How good of a friend? If you think of her as a friend, then perhaps you owe her your opinion on her request. At the very least you should explain what Steve has mentioned. Oh yeah, I know NOTHING about how to make a kilt.
Second. If she is actually a customer/friend...then I direct you to the early post about who is always right--the customer.
As to the googling of Miss Scotland 2011. I will admint, I did this, and it should be noted that after perusing the HUNDREDS of images I was not able to find a single kilt. I am not complaining about what I found, but if your search results are the same as mine they will NOT be helpful in your quest for a kilt

This may be an overly simplified concept from an overly simplified mind when it comes to tailoring, but what about making a "proof of concept" when she is available for measurements. Measure what she says is the length she wants, cut a piece of cheap fabric at that length and have her pin it on to see how it works. That would let you, and her see in real life how that length would work without sacrificing expensive fabric or loads of sewing time. This may not help with the concept of needing to taper the back for modesty's sake but at least you would have the jumping off point.

That does seem a bit short.
My kilts are about 14.5-15 in total length, low waist. But I'm 5'2". They're short, but respectable.
But if she's a slender 5'9" she's probably got great stems that can pull off "a belt" 
...and if it does end up being too short, she can always wear tights.
opaque tights=magic.
I don't know why this skirt is on backwards, but it's really short, on a size 10 woman, worn with tights, and looks good!

I don't know that that is, but I think I saw it in a movie when I was younger. It must be a foreign term.
