How do you normally dress there? I don't think I would change your level of (in)formallity just because there's a kilt involved.
Given your options I would go with this;
No jacket
Plain black belt with thistle buckle
Claret long-sleeved shirt
Claret hose
Black Oxford shoes
Black leather semi-dress sporran
Order of the Dandelion, The Houston Area Kilt Society, Bald Rabble in Kilts, Kilted Texas Rabble Rousers, The Flatcap Confederation, Kilted Playtron Group.

My church is pretty laid back too. I wear my kilt every Sunday, usually with a t-shirt, polo or dress shirt. I seldom wear a tie.

Chas: I'm not quite up to just wearing the kilt to a new place "without an excuse" - yet.
linedrive: I like the idea of adding a light grey dress shirt to my options. I also want charcoal grey hose -- but they'll have to wait a bit...
gordontaos: I like the idea of a bolo but don't currently own any. I'll probably be wearing the silver cross I unearthed while planting a garden a subjective hundred years or so ago. It was originally made on Iona and is a copy of St. Martin's cross.
Several have mentioned or asked about my "normal" wear. That would be western boots, dress Wranglers, two inch wide belt with western buckle, snap-front western shirt, western or Outback-style hat. I always match the boots to the belt to the hat. Also, the hat is always doffed when indoors - which seems to be far from the norm nowadays. But to complicate the look a little, I wear the Nightstalker canvas sporran on my hip to carry my stuff in and don't use the pants pockets.
My concern with the claret hose and shirt combo is that it might be too much claret when combined with the kilt. But then again, I have worn this and I think it looks good - at least outdoors at a Celtic event. I'm also toying with the idea of specifically purchasing a new dress shirt for the occasion -- gotta pass this one by the CFO (my wife).
I'm feeling a desire to dress it up a touch so will probably add a tie to the outfit. I've yet to go through my stash of ties but the idea of a "non-solid color" is strangely enticing...however, I think I'll pass on both Tigger and Pooh. I'm not certain about Eeyore -- the colors, IIRC, would look good plus my favorite line of his: "Thanks for noticing me" .
RogerWS76: You're right, I've yet to see a picture of the Lord in pants 
Richard: I too remember the "Sunday Best" clothes -- or as we called them "Sunday Go To Meetin'" clothes.
As for the sporran, I'll use the "semi-dress". I only own two sporrans (so far) so it would be the best choice for this occasion. I'm saving my pennies (and all other change plus some bills) for a Nightstalker Brown Leather Sporran.

I'd be interested in seeing if you could integrate a kilt into your "normal" church wear... in particular, I think your belt with western buckle is wide enough for use with the kilt and a snap-front shirt could also work. The hat (outdoors only, as you say) and canvas sporran both sound practical and appropriate. I wouldn't, however, wear the boots because they never look right to me without jeans over top of them.
There are many Xmarkers who wear the kilt as everyday clothing and part of that ethos seems to be just swapping out their p@nts, without feeling the need to make everything else about their outfit Scottish. Just a thought, in case you decide that you like wearing the kilt to church and would like to do it more often.

The last time I wore a kilt to church, this is what I wore.

Of course this was the Easter Vigil Mass and I always dress pretty nice for that service. Even at a normal Sunday Mass I am in jacket and tie.
For the level of formality you describe, I think I'd tone it down a bit. The safest bet would be something like this:

Unless you think even the jacket and tie are too dressed up for your normal service, in which case they can simply be omitted.

I am just concerned that if you wear a regular tie here in New Mexico, that, as you know, you might be mistaken for a politician, or even possibly... a lawyer.
In order to prevent either of those misperceptions I will gladly loan you a bolo for the day. Just PM me with your mailing address and I will be glad to send it down.
Up here in Taos even a bolo is greeted with a certain degree of suspicion. Since I will be attending the Taos Solar Music Fest that weekend (with Lyle Lovett as well as Michael Franti), I am CERTAIN that I will not be wearing a bolo, although I WILL be kilted.
I also hope to be working down at Kirtland during that time frame and would love to have a kilt night, (non tied or bolo'd of course)

Wear the kilt. I've done it without getting tarred, feathered, or excommunicated. No need to wear a jacket.

Given the level of formality you describe in your congregation, I'd wear the kilt with a nice polo shirt, an appropriately colored pair of hose, decent shoes, and a semi-dress sporran. Personally, I dress it up a touch more, and would wear a long-sleeve white shirt and tweed jacket, no tie or waistcoat to such an informal church, but that's me.
Whatever you decide to wear with your kilt, I applaud your decision to celebrate such a momentous day in an appropriate way.
