Lance, from the photo it seems that your Sgian Dubh sheath or scabbard has a very smooth and shiny surface. It doesn't appear to be made of leather as the Scottish ones are.
In my experience, the slightly rougher surface of a leather scabbard helps it to stay in place against the skin and against the texture of the hose.
The only solution, as I see it, is to wear tighter garters.
