Commissioned portrait as Col-in-Chief of the Black Watch
"Commission a portrait, measuring by 30" x 36", by Georgina Barclay.
Georgina is one of the leading portrait painters of her generation. She is trained in the classical method and style of the renaissance masters. Her portraiture aspires to capture character and a perfect likeness, using contemporary freedom of brushwork and colour. Her work has become a regular part of the Royal Society of Portrait Painters exhibition at The Mall Gallery in London and she has shown work throughout the UK. Her commission work has taken her all over Europe.
In 2007 Georgina became the youngest artist to paint a member of the British Royal family. She was commissioned by the Black Watch to paint His Royal Highness, The Prince of Wales, Duke of Rothesay as the last Colonel-in-Chief of the Regiment."

Don't know who dresses HRH, but I do know his outfitter - Kinloch Anderson of Edinburgh, who have 3 generations of royal warrants. Not the place to search for 'bargains' but if you can afford to invest in real quality and like top class service....

I'm pretty sure those AREN'T white. For a reference in the shot, look at the checks on HRH's hose tops... THAT is white.
I believe that the hose in question, when seen in person are probably more of a Aran / lt. beige / warm creme colour.
