As you know, that place takes in a lot of territory. If you're willing, perhaps you could share a slightly tighter radius.
Also, if you are near the SF Bay Area, you may have heard of the raucous Nor-Cal Rabble of XMarkers who gather monthly, on the last Friday, to have an evening of fun. We also manage to find our way to various highland games throughout the season, even fielding an athlete or two.

From Toronto, Ontario, Canada there extender straps out there as for altering the kilt I would say either buy another kilt or take it to a kilt maker to see what they can do for you.
