This was interesting. There's a group of retired law enforcement officers here in Calif. that are paid to fly commercial airlines overseas, pick up packages, and fly them back. It's cheaper, and inspections are immediate.
I've only had a few things shipped from overseas, and haven't had to pay customs. Maybe I should have kept that to myself...

I've just sent my kilt back to Scotland for alterations. I hope they aren't dumb enough to charge me duty again on it's return. I sure won't be dumb enough to pay it.

I once asked for a breakdown of the charges from Fedex, I order 4 items the wool kilt hose that were on sale for 4 pounds (about 8 dollars) had a $16 added tax & duty, twice the cost of the hose. meanwhile the wool kilt was only an additional $25. Seemed odd.

As one who receives imported items often....Wompet said it best, when mentioning it is how the inspector classifies the item. The classification list is not all that long or detailed. The interpretation of the individual inspector has a lot to do with the invoice I receive. The duties have varied significantly on regular shipments of the same product and quantity. In over twenty shipments, we have experienced seven different tariffs. We simply figure the resale cost based on the average of those tariffs. Not worth getting aggravated over.
