I am so glad I had finished my afternoon coffee reading this. I would have sprayed it all over the monitor.

But seriously folks... I would wear this like all other sweaters outside the kilt unless the weather was so cold that it would be more comfortable to wear it tucked in.

I don't wear sweater vests, but if I did, I would leave it untucked and go sans belt.

My thoughts as well.
I can add though, as to sleeved sweaters, it depends for me whether or not I'm wearing anything topside underneath; if I am, the sweater stays out - if I am not, then the sweater gets tucked (even my fullweight commando styles).
