Ok, update. I was just called in by my supervisor. He then informed me that he had contacted the management team which had created the new guidelines. While he acknowledged that it was a cultural expression, and that skirts are allowed, he said that they stated that kilts are not. He would give me no other explanation or attempt to explain this in light of the written guidelines, cuz that was what he was told.

Sounds like blatant discrimination to me. Either they allow skirts or they don't. If it were me, I'd say fine, I'll comply, but I want it in writing from HR. Then I'd send that to my lawyer.

I know we're big on the "it's not a skirt" phrase here on the forum, but according to Merriam-Webster Online Dictionary:

If the guidelines did not state that skirts could only be worn by women I would be bloody minded and go in wearing a skirt!

Thanks for your support, compadre, and your advice, guys. I am requesting that this instruction be put in writing. For a long time, I had wanted to check the company dress code to see if wearing the kilt to work would be a problem. At least now I have one to work with. I plan to pursue the matter, just to see how far I get.
Btw, I can't help but wonder if it's a coincidence that the management consultant whose name was given me as the source of this decision is a very English one.
