I have to go with Option #1 again.
Despite the modification/simplification of option/design #2, I can't see it pleating well. Pleating to the sett might be doable, but to the stripe doesn't look workable. So box pleats, military box pleats, or just pleating to the stripe are out.
As for option #3 - I see the same problems pleating it. Also,

New York is only that red maybe one, two weeks out of the year, tops. It's beautiful and breathtaking, but we're green and blue for so much more of the year.

I'm coming in a bit late on this, but looking at the choices again, I agree that #1 is eye-grabbing and welldone. But No. 3 does give a warmth I like, even in its various shades. Amble is right in that the Maple is almost a part of our landscape as it is for certain people to the north of us.
Comparison of Gov. Paterson to a Clan Chief makes me wonder if there has even been a Lame Duck Clan Chief.

NYS Tartan Poll
I originally voted for the winner. But I voted for the option 3 this time. I really like the muted look and colors of that tartan!!!!!!
