I cannot find any info on the piper, but in the film his claim to fame is playing Rod Stewart's "If You Think I'm Sexy" on the pipes, and then passing out.
I cannot speak to his outfit, hopefully with a better view, you may have some insights Richard.

I think it is stunning, and I would not worry about practicality.
I would even vote for the gold buttons if the buttons could be a bit
smaller.
Nor would I worry much about when to wear white. That little
issue has come down to us, in large part, from a time when central heating and air conditioning were still awaiting invention.
Now, it is true that certain Nazis wore white, and some even plundered the
best art of Europe. That did not make white "their color" and it did not make the art bad.
A white doublet! Why don't I think of these things?
