it looks like a tartan skirt.
Pleats all over, odd tartan sporran/pouch, and way too long!
Might be comfortable, but tis not fashionable!

Wear your kilt inside out.
I don't know how this guy managed this, but today at the Edinboro Highland Games there was a guy walking by with his kilt inside out - the liner was flapping around the small of his back.
And sorry, he went by too fast, so no picture.
