As for Chile, you are NOT allowed to carry any kind of knife if the blade is longer than 3 inches, but ironically...you are allowed to carry your sword! (A law that has not changed since the mid 1600's!) Of course the police will stop you every time they see you carrying yours...but they can't really arrest you or fine you or anything.
So, if I were to travel to Chile and wear my full highland attire I can legally walk out with my sgian dubh and my sword. Thanks for the idea.
No, thank YOU for the idea!

In regards to the reduction of edged weapons and formal dress; It comes from practicality and functionality of dress.
A classic example is that of the German Luftwaffe of WWII. For dress occasions the Officers took to wearing daggers as opposed to swords due to the problems od sitting , standing and graceful social interactions. Most western militaries had dispensed with mounted Calvary troops and the use of sabers and swords was related to ceremonial use.
For a gentleman of the era if he carried an edged weapon it was usually a dicret sword cane, combining security and support. but with the development of modern Police Forces, The Metropolitan police in london aka Bobbies after Robert Peel and the establishment of professional police forces in other cities in the mid to late 19th century, it started to become unfashionable for gentlemen to be armed. Also an afluent person could hire armed escorts or footmen reducing his requirement to carry edged weapons.
So the reduction of edge tools has been a response to the development of our so called civilised society.
Ok I'll be happy to have armed bears, if only to keep the Football (Soccer) Hooligans at bay.
