I'm guessing that the lads in the JBS are probably wearing the generic Boy Scout kilts (sorry, don't know the tartan) that Boy Scouts wore in Scotland at that time. These would be inexpensive, readily available, and provide a sense of being part of the "scouting community".

As to what tartan should a Jew wear: My late friend Col. Iain Gold-Stone, late of the 2nd Ghurkas, always wore Cameron-- his original regiment being the Cameron Highlanders. Most of my ex-Scottish service pals (who are Jewish) wear their regimental tartan, and by extension so do their children and grand children.
