If you are talking about XMarks, then MOD could mean moderator, so ex MOD would be an ex-or-former moderator.

As it is a British institution, it is Ministry of Defence.

as to the question, ex MOD is something that had been issued to a soldier by the Ministry of Defence and is now sold to or in posession of a civilian.

    Correct me if I'm wrong.

The term is used in a variety of ways but yes it stands for Ministry of Defence.

One completely unofficial term used amongst police officers for instance is 'MODPlod'......which means the Ministry of Defence Police.

ex MOD could be an item or article formerly issued as part of British military equipment/stores or it could mean a person who previously for the MOD....perhaps in a civil service type role.

That is assuming you are not referring to the other MOD.......the Royal National Mod, more commonly known simply as 'the Mod'?

In Britain they use the term 'ex' in ways unfamiliar to us Americans. So for example

    British English = American English

'ex-MOD' = 'army surplus' (there are 'army surplus' shops all over the USA)

'ex-hire' = used rental (?) (we don't seem to have a standard term that's equivalent)

MOD things are usually stamped with The Broad Arrow.
