Not exactly. Patrick is wearing the French late 18th century attire.
As for bagpipes , they always were common in weddings in those Provinces of France where they were and are still played.
BUT, rest assured that after my old friends and myself have spent over 30 years preaching the good "french piping word", these wonderull pipes are spread all over Europe , at weddings and other festive gatherings !

On the far left side you have what we call a 11 pouces (11 French inches), drones in C.
Then in the middle, 16 ", drones in G; and I am playing the 23 ", drones in low C.
They are callked musette du Centre or simply cornemuses du Centre. They have a range of an octave and a half.
