The way I understand it, Canada, being a member of the NAFTA (North American Free Trade Agreement(?) Area(?) anything made by a member nation can move freely w/o paying any tarriff. I also was led to understand that Canada, being part of the UK's commonwealth of nations, has a similar agreement. Hence some USA companies buy tartan material through a Canadian source, and import it duty free, rather than deal with the hassle of importing it directly to the US.
