    AK Scott,

I should have said that the part from "near the garter" is from above the garter and is folded down over the garter as well. I put the hose on, pull them up, and put on the garter. I then take the bit near the garter and fold it over the garter. Next is the part with the pattern. I sometimes have to adjust the first fold because I do not always get two equal folds. This way I get the whole pattern.

Also, I lived in Alaska for 14 years myself. I was stationed at Ft Richardson until I retired from the Army in October 2009. I actually lived in Palmer, though. I have been to Fairbanks; unfortunately I was just passing through while traveling with the Army.

I am also frustrated by the 'standard sizing' with a 24" drop, all my clothing is sized R (for runt). That said, I often run into the problem of the hose fitting the foot but not being long enough. My calves may be thought of as 'thick' so taking the hose to the widest part is guaranteed to cause them to fall down. I pretty much have to go above the thickness which still leaves a fair distance between the hose and the knee. There are times I have no fold at all. If I get hose that are long enough, the foot is sloppy and uncomfortable in the shoe. 'Standard sizing' is frustrating - custom clothing for all!!
