I think it is "terrific" because Sandy is one who manages to do all of the following pretty much every time we see him in his kilt:
a) honor Highland dress tradition
b) display his own sense of style
c) make it look effortless!

That, to me, is terrific! An outfit does not have to be jaw-dropping to earn that accolade, in my book.
