Scotweb lists 6 shades of blue worsted wool to choose from but I think a nice blue tweed with a subtle check would also be really nice. For example, something like one of the two shades of "Cairngorm" from Keltoi:

I also own of his Cairngorme tweed kilts which is very nice He would be a good person to contact regarding your St Patrick's blue kilt. OH! and he is a proud son of Donegal.
