Part of your 'bounce' issue may be the type of sporran you're wearing and how much you're loading into it. A Rob Roy sporran is basically a sack suspended by a loop on the back- there is no structure to the front 3/4 of the bag.
If you're loading it up with stuff you are going to have more free movement than with a firmer sporran.
The other thing you might try (as TOB mentioned) is a sporran strap instead of a chain. You'll get less wear on your kilt, and a strap doesn't have quite the free movement of all those independently rotating chain links.
