You are correct. That's Ralph Barclay - he's the Plains Region Commish responsible for MO, AR, KS and OK. I've never met the gentleman - but he must be very nice. He is, afterall, a Barclay. I'm fairly certain that HeathBar - our illustrious VeeP of the Clan has met him and knows him well.
