I'm still not certain if that is a buckle or a kilt pin. I have to admit the placement for a kilt pin is odd, but then so would be a buckle. I wish the plaid was not obscuring the side of the kilt! 
I wonder if Matt Newsome has ran into any Victorian era kilts having such "modesty" buckles (as one Xmarkser put it) on them in his studies?
