I think what's going on, and it's funny, is that I had a little Bernard doll when I was a kid. He was wearing the hat and jacket... I think there was a scarf on the doll too. Anyway, the hat and probably the vest was made of a tweed looking material, but on the small doll, the tweed looked a little like a tartan patern.

All that being said, I just wanted to share with you all what was going on in my mind, image wise, when I am thinking about the hat scarf and jacket. I'm sure there have been many other things I've seen that contribute, but this was one of the earliest that I can remember.
You know Ted, my nephew (he's now 24) was really into the Rescuers as a small child, and I recall seeing a picture of Bernard wearing his hat w/ a definite tartan design upon it.
It was pretty generic though, and was probably just the artist conception, nothing that I recall from the movies, though I could be wrong.
