Having followed such a kilt along the esplanade at Sidmouth - purely due to my being going in the same direction, you understand, I can state unequivocally that such pleats do not swish but scythe through the air in a workmanlike manner.
It is not an unattractive motion (I was just looking!!) but very different from the sinuous oscillation of a wool kilt.
I am sure, however, that I can appreciate both forms of pleat movement equally, with a little more study.
