There are quite a few Tibetans in Chengdu. Perhaps you could get your husband started wearing a chuba, the long Tibetan robe/coat that is quite warm and comfortable in the winter (even more comfortable than a kilt), or perhaps some traditional Chinese unbifurcated garment, and then move on to the kilt.
