That looks like a 'civilian' version of a pipe band doublet. I've never seen the like [shudder]. Besides that, the pipe band doublet is a military style jacket, and is on the way out in the pipe band world, except for reenactors and actual military bands (e.g. Scots Guards - or the recently amalgamated Highland Regiment).
I've only seen the military style in black/dark blue or dark green, with silver/white piping on the edges and the clamshells (those bits on the shoulders). One exception to this was a very fancy red British dress doublet with yellow/gold embroidery on the edges and the clamshells (with a bunch of gongs - big medals - as well).
