Buy the fabric now, and when you actually do get down to your desired size/weight have the kilt made. It is virtually impossible to tell what your waist and hip measurements will be once you've dropped weight, and any attempt at making a kilt that will fit "sometime in the future" will only result in a kilt that won't fit, ever.
