I just so happens that close fitting, shorter waist jackets are in style right now. Retailer's like H&M carry jackets that could do double duty. My advice is to get one with the arms about the same length as the body.
Here is a tweed jacket that I got off of eBay a while back for $8. It was advertised as a jacket for pants but it works just as well with a kilt... although I don't have pics of it working with a kilt...

I seem to recall seeing tweed and/or 'other fabric' (I don't remember now exactly what it was) short-waisted jackets for young adult men for one season when I worked at Penney's many many moons ago (late '80's). At least one was an 'Ike-style' jacket, with a waist belt closure.

It was just a thought that came to mind because several members have discussed wearing Ike jackets with kilts. The OP might want to google "tweed Ike jacket," if he hasn't already.
I tried to ask my inner curmudgeon before posting, but he sprayed me with the garden hose…

In general kilt jackets are not designed to wear with pants / trousers due to the length. Jock is correct in that fishtail / military trews are designed with a high waist so that kilt jackets look the part. I cannot see "ordinary" pants / trousers having the same look. Two similar jackets is the answer.

Yes, but then again no. It really depends on what the kilt is going to be worn for. If the OP has a need to attend a white tie function then a formal kilt jacket is a necessity even if only worn once or twice a year. Of course, such a jacket could simply be hired for those events but a tweed jacket would certainly not do
But realistically, needs may be much simpler. In my case, with Saxon wear, I rarely wear a jacket and certainly not a tweed one. Many of the jackets I do have are short waisted, like leather bomber jackets, and work equally well with kilts or pants as do sweaters etc, or simply shirt sleeves in warmer weather. Depending on his needs, the OP may not even need to buy a jacket at all but, if he does, anything short waisted will probably work just fine as long as the event is semi casual

What a great find! The picture's helpful to show that a short jacket can be worn with pants. I'll have to keep searching ebay until I find something that will work.
As to the others who commented regarding black tie or formal wear, I've gone 35 years with only wearing a tux once so if I ever need a Prince Charlie jacket I'll just rent one. I dress to the occasion, not the time of day so a tweed jacket would work for me in almost any situation.

Here's a link to a site that sells patterns for Ike jackets. It looks to be awfully similar to any other jacket, apart from the cinched waist and pockets. I can't think of any reason why somebody who can use a needle and follow a pattern coudn't make one from tweed. Or polyester suede. (hint, hint, nudge, nudge)

I watched "Tunes of Glory" again last night and all the jackets I saw were woollen, including the "Ike-style" ones worn by both Colonels.
