I remember seeing a lot of people wearing watchcaps, heavy parkas, shorts and flip-flops when I lived in SoCal. It takes all kinds I guess.
The grass is greener on the other side of the fence...and it's usually greenest right above the septic tank.

As I walked into a supermarket in Wick last Friday. It was about 10c with a cold wind, two young ladies asked if I was cold as they stood outside the store shivering having a smoke. I said not at all with 8 yards of wool wrapped around me. They were of course wearing jeans and did not look warm at all. I said "kilts are like air conditioning, cool in summer and warm in winter". They laughed and I carried on into the store.

It makes me wonder what was meant by "the wrong time of the year".
Winter weather? Football matches?
I too am a transplant to SoCal from somewhere much colder, but I've been here 40 years and my blood has thinned and I too reach for a jacket when the temperature reaches down below 60.
Yet, I wear shorts year round and sandals on all but cold wet days.

I generally wear kilts more in the Winter and early Spring than in the summer. The Georgia heat/humidity is murder in wool. Maybe its just been my experience but when the temp gets down to about 70-upper 20's I will always look for a kilt in the closet.

Wearing my Stillwater heavyweight this last week when the temperature dipped in to the mid 40s during the day, the only part that was cold was the backs of my knees.
I also get asked "What's the kilt occassion" a lot as well and my answer is comfort and being off service for the day (volunteer firefighter).
I've found that most relationships work best when no one wears pants.

OK, it was -22C (approx -5F) yesterday on my way to church. Kilted I was. I have a long wool coat. Would I wear the kilt when I'm travelling on the highway in these temperatures? No Way. There'a a point where these temperatures are just plain dangerous (and we're not really into winter yet!). Going to church? Absolutely. Yes, some were concerned for my warmth--especially my knees. "Yes", I said, "It's 'brisk'. But if worse comes to worse, I just roll these here socks up as high as they go.
