Indeed, I believe it is Galicia. My lovely wife is from Galicia, and I visited there a year ago. They play the bagpipes and, except for different types of drums, you could easily mistake their music for that of Ireland or Scotland. The ancient flag of Galicia had both the Welsh dragon and the Scottish lion facing each other.
The seventh nation is Galicia, rather than England.
That is my thinking as well, although some folks don't include Galicia because a Celtic language did not survive there to modern times. I don't consider England one of the Celtic nations, but I listed the countries given in Rocky's description. The blue and white of the Galacian flag are present in the sett in any event.
