As Matt says most of the several pairs of XL size HoC hose in several different styles (Lewis, Tain, tartan top, pattern top, thistle top, Rannock) that I own and wear are by no means snug fitting on my 13+US feet--some are a little less loose, like the Tain, while others I practically swim in (some of the pattern tops). And even at 6'5" tall I have never "come up short", so to speak, with them being long enough for adequate turnover tops. I do also have some not inexpensive shooting socks in solids with a contrasting heel/toe/top stripe but they are not as loose a fit as the HoC's so would probably be a might snug on a 15, although length is not a problem with them either. I own three pair of hand knit hose that fit fine, although they were not specifically made to my size specifications (I lucked into them in two different transactions), and if all else fails that would be the way I would go if I could not find off the shelf hose to fit. Not inexpensive, but then again they can be had, with some shopping around for knitters, for a reasonable price. Side benefit is that, if you desire, you can have up front input into the specific yarns to be used to make your custom knits so you know that they are a color you will wear, especially since you probably won't be having a couple dozen pairs in your kilt closet at the higher price. But another side benefit, since nearly all tartan hose have to be custom knit you can get those made in the bigger size for the same price the rest of us schmucks have to pay for them.
