What a nice combination of colours.

In looking at this photo, I at first assumed that the gentlemen at center and right were wearing solid-coloured jackets. But upon closer inspection, it seems that both of their jackets have a subtle pattern to them. Splendid!

In the EUSBPA (Eastern United State Pipe Band Association) pipers and drummers are also graded on the sufficiency of their Highland attire.

Re: Kinloch-Anderson 21oz Heavy-Weight Tweed
I've been wondering how this fabric would make up in a kilt. Maybe a box pleat. warm? How would it deal with blocking the wind?

Kinloch-Anderson does offer to make kilts in this type of fabric, as well as other tweeds they have available. It is 21 ounce heavy-weight tweed, so I think the material would take pleats extremely well. I don't think you'd have any problems in the wind, nor comfort.
Cheers,

Though many would have a problem with the K-A price.

Well, since they do sell the fabric alone by the (double width) meter, the solution appears obvious.

EDIT: Dang. I just HAD to go and look, didn't I? I would SO love to have a kilt made in this 21-oz tweed:
