What you seem to be asking for is a pretty basic kilt:
Wide aprons,
Velcro or plastic clips for the closure,
Two or three pockets,
In a grease and oil resistant fabric,
Built to last through 100+ industrial washings.

This could be done for well within your stated budget.
I see the $250ish range and add a few pockets and US vs CA $$.....maybe $400 is a tad high, but not that high.

2 front slash pockets, one left side rear pocket (like jeans, no flap or button/snap) for a wallet.
No velcro, regular very plain ordinary buckles for regular leather or web straps would be fine.

I haven't seen the shirts yet, but I do think that even a Hamilton Grey would look good. As I am a Hamilton, that'd be ok, though a tad on the loud side. Or just plain black or very dark grey or a black taran of some sort.
I am only 5'3"....so a standard 24" drop is a tad too long.
