I assume you mean Elizabeth, as England is a country. But regardless, whether or not you wear dicing on your bonnet has nothing to do with whether you accept the authority of the Monarch. If you wear dicing on your bonnet it can mean one of two things:
1) you like dicing on your bonnet
2) you are a member of a uniformed group (such as a pipe band) who wears dicing on their bonnets
That's about the extent of it.
