    As a factual statement, the Cardinal Electors may elect any baptised male Catholic in theory but in practice it will only be another Cardinal who is actually present in the Conclave.

    Whether they go for one who is tartan tootin only time will tell.

    That is correct, though I'd add the caveat that the baptized Catholic male would otherwise have to meet the requirements for ordination. The last time a non-ordained person was elected to the papacy was in 1271 when Bl. Gregory X (Teobaldo Visconti) was elected, who at the time was not a priest.
