Yes, I'm Anglican, but I think their rules are that the cardinals can elect anyone they want. My rules are that they can't elect me!
I was thinking a cassock in clergy tartan might be nice. Maybe we ought to make one up and send it off to the new office-holder when elected.
Which won't be me, even in tartan!

As a factual statement, the Cardinal Electors may elect any baptised male Catholic in theory but in practice it will only be another Cardinal who is actually present in the Conclave.
Whether they go for one who is tartan tootin only time will tell.

Actually, my red chasuble and stole were made by the same company that makes a lot of the Vatican vestments.

That is correct, though I'd add the caveat that the baptized Catholic male would otherwise have to meet the requirements for ordination. The last time a non-ordained person was elected to the papacy was in 1271 when Bl. Gregory X (Teobaldo Visconti) was elected, who at the time was not a priest.
