In Australia a blunt knife is viewed the same as a sharp one - as they have a "similar appearance" and can be used to threaten in the same manner. Rubber training knives are much the same.
Better to be hung for a reason than a technicality.
As for sharpening. it's not hard to do, but requires patience and consistency.
