It's a 34" waist, which is my size, but it's a 22" length, which is a tad short. Does anyone know how expensive it would be to alter the length to 24"? Also, I don't suppose anyone knows the name of the tartan?
Short answer: can't be done and still have a well-fitting, good-looking kilt.

Long answer: where do you think that extra length is going to come from? There's (presumably) no hem to let out. You can't magically add fabric to the top, and even if you went to those lengths (so to speak) it would change the length of the fell/how the kilt fits at waist and hips. I fear you need to keep looking for one that fits you to begin with.
