Not sure, mate. I do know that my chief, Sir William Alan Macpherson of Cluny and Blairgowrie, TD, has been an active member for quite some time. Perhaps you can send an email to the SCSC asking them this.
From the website http://www.clanchiefs.org.uk: "The Standing Council of Scottish Chiefs is the definitive and authoritative body for information on the Scottish Clan System. " There is a list of clan chiefs or representatives.

Just my 2¢ worth.
Perhaps, it may have been over the cancellation of The Gathering 2014 and Clans 2014. The council counts on these two major events to keep the international clans connected and they draw loads of tourists. Quite possibly, there may have been some disagreement among the chiefs.
