Official All Black Tartan - Surely Not!
Came across this on eBay

A plain black five yard kilt in acrylic for £18.99.
Scroll down and the description proudly states:-
"Official tartan of the Scottish Clan Chiefs and by leave of her Majesty, the Queen"

When you posted "All Black," I immediately thought of the New Zealand national rugby team. Your last quoted line above, what does that even mean? Oh, well, another lesson in Ebay caveat emptor!

I'm sure it's news to them. Solid black "tartan" has to go on the same list as "acrylic wool."

The border morris side I drum for when I can has incorporated a haka into one of its dances - it is rather effective and fits in well with the general ethos of the tradition.

I have written to the individual advising him of several inaccuracies in the advert and advising his to remove the offending line. I await his response. If I hear nothing then I’m sure Lord Lyon will be interested in his claim regarding Her Majesty’s agreement.

My first though was the rugby team as well. An All Blacks tartan sounds like a really cool mix of cultures, but I reckon it would just be an all black kilt, in which case the kilt above would work.
