Difficult to deal with police officers who have never seen a kilt.
I'm surprised they've never seen kilts at Burns Suppers.

there are probably more Burns Suppers in Russia than in any other country, outside of Scotland

Perhaps Burns Night events in Russia don't tend to attract the attention of the police; or perhaps the police just never get invited to those sorts of parties.

That's almost funny if it wasn't so sad......you're right, there is very little info and it was during a weekend of St Patricks Days festivities, stated by the article.
