    Difficult to deal with police officers who have never seen a kilt.
    I'm surprised they've never seen kilts at Burns Suppers.

    Perhaps Burns Night events in Russia don't tend to attract the attention of the police; or perhaps the police just never get invited to those sorts of parties.
