Welcome from Seattle. As far as pleating your great kilt, I can only suggest the time honored method of trial and error.

As your set is about 6 inches if you grab and fold the same line of the pattern to about an inch from the last fold, that is your small pleats sorted.
Then take the left over fabric at each side and fold it over the pleats and out again so you have three sets or a bit less of single layer fabric beyond the pleats. Now flip both the big pleats so they lie on top of the aprons, not the pleats.
When you adjust the folds under the belt if you get the kilt the edges of the aprons overlapping the first small pleats at the waist it will probably look neater at hip level and below. Me being of the female persuasion I overlapped two pleats to accommodate the extra curvature required.
You might find it easier to sew the pleats permanently once you have them as you like, or sew on loops and thread a drawstring through them so the fabric can be flattened out easily.

This is where I purchased the kilt from. I tried following along but ultimately had difficulty with the exact numbers.
