I'll echo the comments on good customer service from USA Kilts. I picked up a pub package with a semi-trad kilt and they were very helpful, letting me add a different belt buckle, confirming measurements, and answering my random questions.

Another vote for wool.
Another vote for the best you can afford
I have done business multiple times with USA Kilts and it's my consistent experience that their kilts are well constructed and the fit is spot on. No question that they are an excellent value for the money.
Furthermore, the friendly, cheery professionalism of the gang at USA Kilts is nonpareil.
(I love telling this story) I once complimented Rocky on his prompt and friendly service. He just responded, "We just treat people the way we'd like to be treated." This sums it all up.

Of course a PV/acrylic kilt cannot be as good as a much more expensive wool kilt. That said; I myself have good experience with these Pakistani made kilts. Back in 2007, almost nine years ago, I bought a 5 yard casual Kilt in a heavy weight acrylic fabric from Heritage of Scotland. It fitted well, and the pleats were nicely distributed.
I have worn that kilt a lot, in fact every time I will not risk ruin one of my more expensive kilts I’ll wear it. And I don’t remember having had to iron it or do anything else to maintain it. The pleats are not quite as crisp as on a wool kilt, but for daily use it does its job perfectly well.

Casual kilt, heavy weight PV/acrylic, 5 yard, MacLeod of Harris tartan by Heritage of Scotland.com. Today these kilts are 8 yard.
Some years ago I bought the same type of kilt in Heritage of Scotland tartan, but now 8 yard. It is well made, too.

USA Kilts have been mentioned here and they certainly might be a good choice, too. At least I’m most satisfied with my USA Kilt Casual.

I bought a kilt from Stillwater for my son for Christmas.
He is very happy with it.
I personally prefer a wool kilt, but people do have to budget.
