    The first tartan, lost souls, looks to be the same one, they also claim to have designed the outlander tartans.

    GK textiles is Gordon Kirkbright. He is indeed the designer of the Outlander Tartans. Many of those who have been around X Marks for a while will recognize Gordon as the former owner of Fraser & Kirkbright Weaving Co. They wove the first, second and third run of the X Marks Tartan fabric.
    While Fraser & Kirkbright were still operating they developed a relationship with Ron Moore the director of the Outlander TV series when F&K wove the fabrics used in the new Battlestar Galactica TV show.

    As has been pointed out the main Outlander tartans are existing tartans with minimal changes, like removing a line, or inserting a line. Not all that much in the realm of "designing" seems to have happened.
