Doesn't seem like the price could be more reasonable though tartan choices are a little more limited being PV.

No Sinclair there, but then, it's Rocky, so I wonder if a custom is possible. He's so very flexible!

My 2.5 year old has the USA kids kilt in Donald modern. It's a beautiful, well made, garment compared to many children's clothes I've seen. Very durable, which is absolutely necessary for little boys!
 I whole-heartedly recommend it.

I had a kid's kilt made for my grandson aged 4 a couple of years back by Alt.Kilts, if I remember correctly; the email correspondence seems to have disappeared off my system (??). My memory thinks I was charged an *extremely* reasonable $40, but that does sound rather implausible. However, Alt.Kilts warn that they are now running at half-steam. Nevertheless, they do advertise kids' kilts.

			USA kid's kilt

Here is my boy in his kilt. It's made to measure, which means it fits him very well. It also has and internal hem at the bottom so it can grow with him to some extent. Also, they only come in PV, which is great as we already had to wash vomit out of it once due to him getting car sick on the way to the last San Diego highland games.
 Here's the front:

Here you can see the pleats:

If your guys are small enough, the least expensive way would be to use a scarf in your tartan, pleated as you like. I did this for my daughter, some years ago, in both Drummond of Perth (to the stripe) and Maxwell. It worked well enough for the various Highland games we attend. When she outgrew them, I simply removed the stitching and had the scarves back:

Good luck to you. Looking forward to seeing photos of whatever you end up with!

It's interesting to note that in the late 19th & early 20th centuries, it was pretty common for upper class families (and those who imitated them) to dress their boys in kilt outfits.
Here is a link to a picture of FDR at age 4 in his kilt, from the US National Archives: https://www.archives.gov/historical-...l?dod-date=130

I also have a picture of my grandfather in the early 1900s wearing kilt, although the picture is so old and faded, it looks like he's wearing a dress. But as his name was William Wallace Boyd, I am pretty sure it's a kilt.
