Andrew Elliot Ltd. First and foremost. They only use traditonal Dobcross looms.
Knockando Mill - I'm not sure how much tartan they produce.
D. C. Dalgliesh - only their single-width nowadays I believe. Some of their cloth is also outsourced.
House of Edgar - one selvedge only.
Lochcarron - on some of their cloth and only on one selvedge I believe.
Prickly Thistle - bespoke commissions only.
Any hand-weaver.
Anyone with a Hattersley Loom.
Strathmore do not weave their own cloth and all the cloth they sell has a tuck edge so far as I know.

And it should be mentioned that Andrew Elliot Ltd. will also do custom herringbone selvedges, if you wish. Here are some photos of tartan I had made by them, and you can see the loom as well as the selvedge details (a double herringbone, in this case).

They will indeed but, and it's a big but, if you want it historically accurate i.e. the selvedge mark in the right place for a given sett, then you will need to specify that and possibly, layout the warp setting or get someone who knows how to.
