When calling the UK from the USA you would dial 011 44 870 555 5555.

The 011 tells the phone switch that you are dialing international - you dial this for every international call you make in the USA

The 44 is the country code for the UK - each country has their own code

You drop the (0) when dialing internationally from the USA

The remaining numbers are the actual telephone number you are dialing.

Remember, most cell phones will not allow international calls unless you specifically have an international plan, also most 'office' phones, those you have to dial a '9' to get an outside line, are not able to make international calls either unless programmed to do so at the switch.
